Because Romania is a member of the European Union, the requirements for work visas and residence permits are similar to those in other EU countries. c Nationals of the European Economic Area (EEA), which includes Norway, Iceland, and Liechtenstein, do not need a work visa or a licence to work in Romania.

Foreign people can apply for a variety of permissions in Romania. The type of Romanian work permit is unrelated to the type of business a foreigner wishes to operate in Romania. The foreigner will be hired for the following positions as a result of it:

Long-term employees:

Long-term employees in Romania are individuals who have signed an individual agreement to work for an undefined or determined amount of time. And the length of time is determined by the employees and their work licences.

Employees hired as trainees

will be highly educated or certified with diplomas from other countries, who will apply for empty positions and be hired for an internship programme, with the goal of obtaining a job and improving their language and cultural knowledge in Romania.

Seasonal employees

are foreign workers who do not have a Romanian residency visa but are employed in Romania on a seasonal basis. These workers are hired after reaching an agreement for a specified period of time in order to obtain a Romanian work permit.

Cross-border employees:

A foreigner who is a national of a country that shares a border with Romania and works in Romania is classified as a cross-border employee. Their hire is likewise contingent on a limited-term agreement to work in Romania.

Highly certified employees:

Foreigners working in high-level positions in Romania who have signed a contract for an unspecified or limited time duration of at least one year as a Romania work permit.

Employees who have been deployed:

Highly qualified employees who have been assigned to a company in another country for a limited time will return to Romania and work on projects that are similar to those in which they previously worked, ensuring that the company to which they have been assigned receives all necessary benefits. After signing a contract for a set period of time, a Romania work visa and permit will be obtained.

Employees in the information and communication technology sector (intracompany transfer):

A foreigner is hired by a company in another country and then transferred to the same company in Romania after signing a contract for a set period of time in order to obtain a Roman work permit.

Au pair employees:

A foreigner employed by a Romanian host family to look after their children and help with other household chores in exchange for improving their language skills and other attributes. This is based on a one-time agreement for a limited period of time.

Prerequisites for obtaining a Romanian work permit

According to Romanian law, foreigners are not permitted to apply for a work visa on their own; instead, an employer will do it on their behalf.

To begin, employees who are neither Romanian citizens nor citizens of other EU countries will be allowed to apply for a work permit in Romania. The following are the additional requirements for them after they have met the eligibility criteria:

  • Foreigners must meet all of the employer's requirements for the position they are seeking, according to the law;
  • The foreigner's criminal record must be clean; else, they will be denied a work permit in Romania.
  • They will be required to produce a medical report demonstrating that they are fully capable of performing the job for which they are applying.
  • There are no specific language competency standards set by the authorities;
  • There are no age restrictions for international workers;

Documentation necessary for a Romanian work visa application

Different documents are required by each Romanian foreign mission when applying for a work permit, however, the following are the general ones that must be presented in all cases:

  • The work permit, which the employer will acquire;
  • A letter of verification for a Romanian residence/rental property/rented house or flat;
  • An original (ordinary) passport that is valid for at least six months; two clear passport photos were taken recently;
  • A letter of verification from their country's police is confirmation that they have no criminal record (police clearance certificate)
  • Proof of medical insurance, with the dates of appointments for medical testing (this must cover the initial term of residence in Romania, which is usually three months);
  • Proof of sufficient financial resources to fund the visit for the first few days;
  • An airline ticket to prove that you have the legal right to travel to Romania.

The method for obtaining a Romanian work visa and a Romanian work permit is as follows:

Foreigners who wish to work in Romania must first get a Romanian work visa for a long-term stay in Romania, as well as a Romania work permit. Both of these things are necessary. The following is a step-by-step guide to obtaining both:

  • On behalf of the foreigner, the employer in Romania must submit all necessary documentation as well as the application fee to the "Inspectorate General for Immigration" (IGI).
  • In most cases, the IGI will respond to the request within a month. They'll either accept it as is or request more proof for verification. The latter instance allows for a 15-day extension of the process.
  • Once the IGI has approved the request, the work permit will be issued in the employee's name right away.
  • After receiving permission for a Romanian work permit, the employee must apply for a visa at the Romanian embassy or consulate in his or her home country within 60 days by providing the above-mentioned documentation.
  • In the majority of situations, visas are given within a month.

Following a favourable response, you will be issued a short-term visa, which will be extended in the form of a single work permit once you arrive in Romania.

How can I obtain a "Single Work Permit" once I arrive in Romania?

The employee must get a single permit after entering Romania. You can obtain the certificate from the territorial units of the General Inspectorate for Immigration in the county where you live, and it proves your right to stay in Romania. To obtain a single permit, you must physically submit a number of documents at least 30 days prior to the expiration of the visa's right to stay. You can also submit the documents using the online service, which is available at
https://portaligi.mai.gov.ro/portaligi/

You must submit the following documents for the first extension of your right of residence (receiving your first single permit Card) for employment:

  • salary statement (the compensation mentioned in the individual labour contract must be at least twice the economy's average gross income; nevertheless, in the case of highly qualified workers, it must be at least double the economy's average gross salary);
  • a health certificate
  • €120 in fees
  • the original and duplicate border crossing document (passport, trip document, etc.)
  • a copy of the original and duplicate individual employment contract proving legal ownership of the dwelling space;
  • print screen from the employee register, section holding information on each employee's individual employment contract signed by the company

Other important considerations for obtaining a Romanian work visa

  • If an employee wishes to extend the visa's duration, he or she must submit a request via IGI at least one month prior to the visa's expiration date. Their Romanian work visa will be renewed after that.
  • The Romania work visa extension is for a maximum of one year, but if the employee is in a high-level position, he or she will receive a two-year extension after renewing their visa.
  • If any family members are accompanying them on their trip, they will apply for a visa using the same procedure.
