Italy may issue the largest ever Decretto Flussi for 80,000 work licenses in 2022, due to tremendous strains on the labor market and organizations. The directive, which establishes the maximum quota of non-European Union citizens allowed to enter (or regularise) for work purposes, is expected to be issued later this month. "The new legislation will ensure stronger entrance quotas than in the past (for seasonal and subordinate labor, as well as permanent residency)," Labor Minister Andrea Orlando stated in August.


In the fields of third-party freight transport, construction, and hotel tourism, as well as agro-food and manufacturing, foreigners will be able to work in Italy on a non-seasonal basis. An entry fee will be imposed to non-EU workers residing abroad who have completed professional training and education courses in their native countries."


In Italy, workers in construction, agriculture, and tourism are in short supply, and the new immigration policy will need to account for this. According to Istat, there were almost 400,000 vacant posts in the country at the end of September, a figure that has never been this high since employment data has been gathered. Construction and "scientific and technical activities" are two of the most in-demand skills, and they will determine Recovery's fate.


Interior Minister Luciana Lamorgese, Foreign Minister Luigi di Maio, and Labor Minister Andrea Orlando are part of the working group preparing it; the three are consulting various sorts of companies (including foreigners) and trade unions (which do not oppose the new permits).


These figures have been weighing in on the table that will have to determine the "Decretto Flussi" for 2022 in recent weeks. The flow decrees have been halted at 30,850 permits for the past six years, with no further permits being issued. They remained so for 2021 as well, albeit the restriction imposed at the start of the session by then-Interior Minister Matteo Salvini of never exceeding the previous year's levels has been repealed.


According to the daily newspaper Il Mattino, which will be on newsstands on November 29th, "we will thus jump from the 30,850 projected last year to almost 80,000." "A nearly threefold increase in the number of people who will be able to work in Italy provided they are qualified and seek it."


What exactly is the "Decreto Flussi"?

Every year, the "Decreto Flussi" (immigration flow) establishes the number of foreign people allowed to enter Italy for non-seasonal, subordinate work, and self-employment. For seasonal workers, a specific "Decreto Flussi" is planned. Legislative Decree 286/98 art. 5, 24, and 26 and DPCM flow 2008 govern the "Decreto Flussi" visa system.

The "Decreto Flussi" system is only available to countries that meet certain criteria. Candidates from the following countries are eligible to apply for a visa under "Decreto Flussi" (the list is subject to change by the Italian interior ministry at any time prior to the program announcement):
